Town considers rule changes for Millward Parking Structure

(Jackson, Wyo.) - The Town of Jackson Council is discussing changes to Municipal Code 10.04.225 in regards to parking limitations in the public parking structure located at West Simpson Avenue and South Millward Street. This discussion stemmed from Public Works and the Police Department employees noticing some parking issues at the Public Parking Structure, including switching out a personal vehicle with a commercial vehicle, driving around the block and then repark the same personal vehicle in the same spot for another 48 hours; vehicles that park outside the designated parking space or park across two spaces thereby using up two parking spots with one vehicle; and a large number of commercial vehicles using the parking structure to park their vehicles. During the December 21 Town Council meeting, Jackson Police Chief Todd Smith stated that there are several Taxi companies that use the parking structure as permanent parking. The proposed changes include the bolded text below: A. No person shall park a vehicle in the public parking structure located at the corner of West Simpson Avenue and South Milward Street for more than forty-eight (48) *consecutive *hours, unless parked in spaces designated otherwise by appropriate signage, pavement markings or curb markings erected or placed by the Town. *Upon having parked up to forty-eight (48) consecutive hours, a vehicle must be vacated from the parking garage for a period of no less than twenty-four (24) hours before the vehicle may be permitted to park within the parking garage again. (Ord. § 1, 2016; Ord. 1079 § 1, 2015; Ord. 1052 § 1, 2014.)* *B. No person shall park outside the marked lines of a designated parking space so as to obstruct the ability of another vehicle to park in the adjacent parking space. (Ord. § 1, 2016.)* *C. No commercial vehicle, freight carrying vehicle or trailer shall be parked in the public parking structure. For the purposes of this subsection, a “commercial vehicle” means any vehicle or vehicle combination used in commerce to transport passengers or property, or a vehicle used pursuant to the operation of a commercial business. (Ord. § 1, 2016.)* Council members discussed taking out the language that states "Upon having parked up to forty-eight (48) consecutive hours, a vehicle must be vacated from the parking garage for a period of no less than twenty-four (24) hours before the vehicle may be permitted to park within the parking garage again. (Ord. § 1, 2016; Ord. 1079 § 1, 2015; Ord. 1052 § 1, 2014.)." The reason for this is to allow for people who use the garage, such as local business employees, to leave for lunch or errands and then return in less 1-3 hours without getting a citation. The goal of these rule changes is to encourage turnover in the parking garage. The council passed the ordinance on the first reading with plans to discuss further on its second reading at the next Town Council meeting on January 4, 2016.
