Senior Center: This contract has definitions in it

(Riverton, Wyo.) - The city council will discuss the Riverton Senior Citizens Center Endowment Fund at a work session Tuesday night at 7 p.m. The councilors will also discuss a possible Underage Smoking ordinance and discuss the 14 Principles of Ethical Conduct. In regards the senior citizens agreement the draft agreement to be discussed Tuesday attempts to clear up what "operation and maintenance" costs are allowed to be funded out the center's endowment fund: "The parties understand and agree that the proceeds of the endowment fund are intended for the purpose of augmenting the budget for operation and maintenance of the Center, and not to supplanting normal operational or maintenance funds. For the purposes of this agreement, the parties agree that the following terms have the meanings ascribed to the as follows: a. “Operation expense” means a cost which is: i. Incurred as a direct result of the day to day operations resulting from providing services and producing and delivering goods directly related to the Senior activities and not defined as captital ; or ii. Incurred for maintenance of the building and grounds, or a fixture or piece of equipment which is owned by the City and located in the Center, and which is not a capital outlay expense. b. “Capital outlay expense” means a cost which is: i. An expense for a single item which is equal to or greater than $5,000, and ii. Incurred as a direct result of maintenance of, or improvement to, the building, grounds, or a fixture or piece of equipment which is owned by the City and located in the Center."
