Dispatch: Vehicle fire on Salt Creek; Man rips open shirt for officers, arrested for public intoxication

(Casper, Wyo.) – Here is a recap of law enforcement activity from around Natrona County from over the weekend. All those cited or arrested are presumed innocent until convicted in a court of law. Charges filed are subject to change following official filing from Natrona County District Attorney’s Office. *Arrests:* *Casper Police Department* Elizabeth Achee, Casper, domestic assault. Chainie L Brummond, Casper, pubic intoxication, disturbance, breach of peace. Jeremiah M Cabral, Casper, DWUI, suspended/revoked DL, two leaving the scene of the accident, no insurance. Daniel D Clingan, Casper, public intoxication. On Saturday, December 12th at approximately 11:03 pm, Casper Police Officers responded to the area of 2nd Street for an intoxicated man. The reporting party, according to court records, advised that there was a male outside of Fashion Crossroads Outlet store who appeared very drunk and was wearing a black coat and a rainbow striped stocking hat. It was also advised that the man could barely walk and had "lost his pants" at least twice. Officers arrived on scene to the location and observed a man matching the description. Officers greeted the man, but he reportedly ignored the officer. Officers reported that they could smell a very strong odor of alcoholic beverage coming from him, and he had to re-adjust his stance several times to keep from losing his balance. Suddenly after about two minutes of no response, the man allegedly stood fully upright and said, "Hi, my name is Danny." He then stuck out his hand like he wanted to shake the officers hand. Officers noted that the man's eyes were bloodshot and glassy. Officers asked for identification. He put a leather man purse he was carrying on the paper vending machine and began to take off his jacket in what appeared to officers in an angry manner. Reports indicate that the man had several layers of button-type shirts on, and he began to grab each one at the center seem and ripped each one open down to his bare chest. Reports show that in the process of doing so, the buttons of the shirt were all ripped off. The male eventually reached into his left front pants pocket and produced a red woman's style wallet and handed it to officers. Officers found no formal identification in the wallet except for a receipt with the name Daniel Clingan on it. Reports state Clingan continued to ramble nonsensically and his behavior seemed to be getting more agitated and aggressive. He was arrested and charged with public intoxication.
