Dispatch: Male tells officers, 'there's a bomb and a heroin needle in my sock,' then arrested for public intox

Charlotte E Kiskis, Casper, shoplifting. Jordan M McCowan, Missouri, public intoxication. On Sunday, February 21 at approximately 10:22 pm Casper Police Officers responded to a disturbance call at S. Durbin St. the Village Inn. Dispatch reported that a man was banging on the window. While en route, officers observed a male matching the description provided walking northbound on Durbin Street. When officers made contact with the male, identified as Jordan M McCowan, he reportedly threw his bag on the ground. Reports continue to show that he continued to throw the contents of his pockets onto the ground. Officers spoke with McCowan who advised that he was just hungry and trying to get some food. He reported that he was advised by Village Inn staff they were closed but he continued to bang on the window. While speaking with officers they observed him to have bloodshot/watery eyes, slightly slurred speech and could smell the odor of alcoholic beverage on his person. McCowan reported that he had a '40 of Old English' earlier in the evening. Officers requested a portable breath sample where McCowan recorded a BAC level of .141%. Officers requested a pat down of McCowan before he could be booked, and reports show that he immediately started acting childish and flailing his arms on the patrol vehicle and making comments like, "there's a bomb and a heroine needle in my sock". Officers asked if there was anything in his hat and McCowan grabbed the hat and threw it on the ground. Due to McCowan's prior disturbance and his erratic behavior, officers placed him under arrest for public intoxication and transported him to NCDC without incident.
