Dispatch: Man arrested for 45th Public Intoxication for harassing NCHS students

(Casper, Wyo.) - Here is a recap of law enforcement activity from around Natrona County over the past twenty-four hours. All those cited or arrested are presumed innocent until convicted in a court of law. Charges filed are subject to change following official filling from Natrona County District Attorney's Office. *Arrests:* *Casper Police Department* Dustin C Beam, Rock Springs, county warrant/hold for agency. Bryce A Dacus, Casper, possession of controlled substance, MIP, failure to appear. Justin C Dunbar, Casper, failure to comply. David L Heth, Casper, leaving the scene of an accident, suspended/revoked DL, no registration, failure to comply. Joseph R Miller, Casper, public intoxication. At approximately 8:13 am this morning Casper Police Officers responded to the student parking lot of Natrona County High School for a report of an intoxicated male approaching students as they arrived for school. The male was reported by NCHS Campus Supervisor as attempting to unfasten his pants in front of the students, according to court records. Upon arrival officers contacted the male, identified as Joseph Miller, a known male to officers. Reports show that Miller had a strong odor of alcoholic beverage on his breath and person, slurred speech, and bloodshot eyes. Miller was swaying as he stood and admitted to having been drinking earlier. He claimed to be making his way to the Salvation Army store. A Portable Breath Test administered a BAC level of .25%. He was then arrested for public intoxication. It was reported that a review of Miller's criminal history was noted by officers, and it indicated that he has 45 prior arrests for Public Intoxication.
