Dispatch: Drunken male scares elderly female at convenience store, arrested for public intoxication

(Casper, Wyo.) - Here is a recap of law enforcement activity from around Natrona County over the past twenty-four hours. All those cited or arrested are presumed innocent until convicted in a court of law.Charges filed are subject to change following official filing from Natrona County District Attorney's Office. *Arrests:* *Casper Police Department* Tony W Collins, Casper, public intoxication. Andrew R Engleman, Casper, Criminal Warrant. Heath D Jackson, Utah, serve jail time. Hunter B Kent, Casper, suspended/revoked DL, speeding in school zone, no insurance, no registration. Michael A Roberts, Midwest, DWUI, open container. Michael R Stone, Casper, NCIC hit, interference w/PO. Lance N Walsh, Mills, public intoxication, possession of controlled substance. On March 21st at approximately 4:00 pm Casper Police Officers responded to 1968 E. Yellowstone Hwy Good 2 Go convenience store for a public intoxication. Dispatch advised in court records that a women had called in and stated that a male was intoxicated trying to steal hot dogs, becoming argumentative and then passed out in front of the store. Upon arrival officers made contact with a male, identified as Lance N Walsh passed out in front of the store. Reports show that officers could immediately smell a strong odor of alcoholic beverage coming from Walsh. When he spoke, it became stronger and he had slurred speech. Walsh was asked to present a breath sample which he refused. Officers then spoke with the clerk who stated that she was working at the min mart when Walsh came into the store and lingered for about forty-five minutes. While there, he reportedly ate a hot dog in the back and picked up a sandwich to pay for. The clerk charged him for the sandwich and hot dog and he began to yell and deny eating the hot dog. Walsh then exited the store and fell asleep on the air compressor machine outside. An elderly female came into the store and said that the drunken man was scaring her. The clerk then called the authorities. Walsh was then arrested and charged with public intoxication and officers found a baggie of suspected marijuana in his pocket. He was also charged with possession of a controlled substance and taken to NCDC without incident. *Total Arrests Reported*: 8 *Calls:* Casper Police Department responded to *173* calls including eleven accidents, one assault, three disturbances, six drugs, two fights, one hit and run, two parking problems, two public intoxication, and six thefts. *Arrests:* *Natrona County Sheriff's Office* Clinton T Phillips, failure to appear, domestic battery.
