Sexual assault charges dropped due to mental health issues of a Casper man

(Natrona County, Wyo.) - According to the Natrona County District Attorney's Office a man, Dillion Beach , who was arrested in December 2015 and charged with two counts of first degree sexual assault and one count of attempted third degree sexual assault has recently been released from detention; his charges have been dropped. The courts have recently found that Beach is mentally unable to participate in any court process, therefore causing the charges to be dropped. NC District Attorney Michael Blonigen commented about the situation,"Wyoming law has foreclosed us from pursuing criminal charges against Mr. Beach. Because of his disability we are stuck and cannot go further with the charges. It is a terrible situation and it is maddening that we cannot do anything further. We are left with no other options at this point." Beach was arrested in December after a report was filed in October where he allegedly approached a woman grabbed her from behind, embraced her and then used his hand to 'aggressively' touch her. Court records indicated similar incidents took place in December 2015 where Beach allegedly approached another woman who was engaging in mail delivery at another location in Casper. Reports showed that Beach made contact with the woman and asked for a hug. The woman denied the requests and sat in the driver's seat of her company vehicle. Beach then climbed into the vehicle and grabbed her and allegedly forced himself on her. The woman reportedly trapped the male's hand between her thighs and grabbed a pocket knife to scare the male away. Beach was later arrested and charged with two counts of first degree sexual assault and one count of attempted third degree sexual assault. Click to read more about this case .
