Kidnapping suspect faces three felony charges following Monday night incident

(Casper, Wyo.) - Thirty-three year old Joshua Winters was charged with three counts Wednesday afternoon in Circuit Court, during his initial hearing following a kidnapping incident that took place Monday night in Casper. On Monday, July 18th Casper Police Officers responded to El Mark-O Lanes Bowling Alley in Casper for a report of a five year old boy who had been kidnapped. The boy was later found safe that evening on the West end of the Central Wyoming Fair Grounds. It was believed to have been an employee of the carnival staff who had taken the boy, and Winters was later located by officers from supervisors of the fair and rodeo. Winters has been charged with three felony charges of kidnapping, sexual intrusion of a minor and engaging in sexual conduct with a minor. If convicted of the offenses, Winters could face up to ninety-years in prison. He did not enter pleas today, due to the felony charges, but his bond was set at $250,000.
