After several years of planning and negotiations, Washington Property Company and Montgomery County, MD have finalized and signed an agreement to develop Progress Place, an innovative center providing a range of services to homeless individuals. The new facility will be built adjacent to a county fire station at 8110 Georgia Avenue in Silver Spring, Maryland.
The County selected WPC last year to redevelop and relocate the current homeless services center, which no longer adequately meets the needs of the community it serves. The new Progress Place, which is expected to break ground in about a year, will have three floors providing services to the county’s homeless population, plus a fourth floor with 21 Personal Living Quarters for individuals transitioning into permanent housing.
Under the terms of the agreement, WPC will build the new facility at no cost to the County and the County government will operate the center. In exchange, WPC will obtain the deed to three contiguous land parcels totaling about 1.5 acres, where the current Progress Place facility is located. This parcel adjoins WPC’s new Solaire-Silver Spring apartment community, located at 1150 Ripley Street, just 700 feet from the Silver Spring Metro and Transit Center. After completing Progress Place, WPC plans to develop the second phase of Solaire-Silver Spring with 380-plus new apartments on its newly acquired site.
“We are very excited to be working hand-in-hand with Montgomery County to take this next step in the ongoing revitalization of the Ripley District,” said WPC’s Evan Feldman, Vice President of Development and Acquisitions. “The agreement is a win-win for all parties. The new location and state-of-the-art facility will help expand services for the county’s most vulnerable population, while facilitating the growth of the rapidly redeveloping Ripley District.”
“The Ripley District will eventually be home to over 3,000 people with over three million square feet of mixed-use development, including 100,000 square feet of entertainment and service retail,” Feldman added.
County Executive Ike Leggett remarked: “The County is pleased to partner with Washington Property Company to provide a needed new County facility and housing for the homeless. This project promotes the County’s smart growth initiatives by maximizing the use of public land, redeveloping an existing underutilized site, and providing housing near transit.”
Just across the street from Solaire-Silver Spring, which has 295 apartments and nine live-work units, Home Properties recently delivered Eleven55 Ripley with 379 apartments that are now leasing. Based on its strong belief in the ever-increasing urban vitality of downtown Silver Spring, WPC will soon present its plans for the mixed-use development of another parcel within the Ripley District, at the corner of Georgia Avenue and Bonifant Street.
