Dispatch: Three arrests and several theft complaints

(Bighorn Basin, Wyo.) – Here is the Wednesday March 30th, 2016 recap of law enforcement activity in the Cody and Powell area. All persons arrested or cited are presumed innocent until convicted in a court of law. *Arrests:* Beth Coulter, Cody, 24, Arrested for Warrant, Phillip Dobbins, Cody, 38, Arrested for Probation Violation Anthony Ottersbach, 18, of Basin, was arrested on an active warrant *Cody:* A report of suspicious activity occurred at A Step Ahead Day Care on Outlook Ct. The caller says that there is a vehicle behind her house-parked in an open field behind some trees. A report of theft occurred at Wal-Mart on Yellowstone Ave. The caller advised that they have a shoplifter in custody. *Powell:* A report of a possible theft occured on E 1ST St. , Powell. Received a report of a theft. An officer responded and the case is under investigation. There was another possible theft that occurred on E 3RD St. , Powell. Officers received and responded to a report of a theft. The incident is under investigation. Officer initiated activity on E 1ST St, Powell. Anthony Ottersbach, 18, of Basin, was arrested on an active warrant and transported to the Park County Detention Center. Disposition: See Case. A disturbance was reported on N Day St, Powell. Officers received a report of a resident who kept going outside and yelling and acting very strange. An officer responded and made contact with the subject. They were advised of the complaint and the person advised there would be no more problems. #reboot #news #dispatch
