Former local chairwoman faces criminal charges for child abuse

(Cheyenne, Wyo.) - A 48-year-old local woman is facing 11 criminal charges following the initial five counts of child abuse she was charged with earlier this year. The Laramie County District Attorney's Office filed the 11-count case against Emily J. Larkins on Nov. 25, local reports state. Larkins, the former chairwoman of Community Action of Laramie County, was accused in July of beating a 9-year-old boy and choking or strangling him with a belt. Larkins was also charged with choking or strangling a 6-year-old girl with a belt and mentally abusing a teenager that witnessed the alleged abuse, documents state. Dennis Larkins, 49, was also recently taken into custody and charged with nine counts of child abuse and one count of abusing a vulnerable adult. He was released yesterday on a $25,000 surety bond, local reports state.
